This procurement is a Small Business Set Aside. The Bureau of Land Management (BLM) Oregon State Office intends to issue a Request for Proposal (RFP) for a firm-fixed price multiple-award indefinite delivery, indefinite quantity (IDIQ) service contract for the hazardous fuel reduction treatments and the Greater Sage Grouse conservation, enhancement and restoration treatments and services in the remote eastern Oregon districts of Burns BLM, Lakeview BLM, and Vale BLM. The anticipated magnitude of this project is $20,000,000 USD. The performance period is Base plus 4 Option Periods. The minimum guarantee quantity for the IDIQ, including options, is $5,000.00. The NAICS code is 115310 and the small business size standard is $20.5M. The basis of award shall utilize the best value continuum tradeoff process in accordance with FAR 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical and non-price evaluation factors are: technical capabilities, relevant experience, and past performance where technical and non-price evaluation factors, when combined, are significantly more important than price. Multiple Award contracts may be made resulting from this solicitation. Options shall be evaluated in accordance with FAR provision 52.217-5. The solicitation may be issued on or about July 15, 2020. All responsible sources may submit a proposal which shall be considered by the agency.
