CORNET-WINDY RIDGE TREE PLANTING CONTRACT for the BLM-Vale District Office, Oregon Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation no. 140L4319Q0015 has been issued as a Request For Quotation for a firm fixed price commercial items services contract for Tree Planting at project areas within the Baker Resource Area for the BLM-Vale District Office, Oregon at one lump sum price. The scope of work includes planting tree seedlings, which include Douglas-fir, Ponderosa Pine, and Western Larch within the areas of Chicken Peak, Dark Canyon and Ebell. The performance period is estimated to be April 29, 2019 through May 28, 2019. Work shall commence upon issuance of Notice to Proceed (NTP). NTP is estimated to be issued on April 29, 2019. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 dated January 22, 2019. The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1) Price, 2) Relevant Experience, and 3) Past Performance. Non-price evaluation factors, when combined, are approximately equal to price. Quotation packages shall include 1) a complete price schedule, 2) a statement of relevant experience, which shall include no more than 3 projects of similar complexity and magnitude that were completed within the past three years, and 3) three past performance references (contact name and telephone number included). Offerors are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders – Commercial Items, applies to this acquisition This requirement is subject to Service Contract Act Wage Determination No. 1977-0079, Revision No: 59, Date of Revision: 12/26/2018. Offerors are required to have an active SAM registration by time of award (System for Award Management at www.sam.gov) to be considered. This requirement is set-aside for SMALL BUSINESS. The NAICS code is 115310 and the small business size standard is $7.5 million. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible respondent pursuant to FAR subpart 9.1. Offers are due by March 21, 2019 at 1430 PT.
