BLM-CO - Pine Gulch Aerial Seeding - 21,874 Acres - Pre-Solicitation Notice 1. The Bureau of Land Management Colorado Northwest Division will very soon issue a full solicitation for awarding a contract for aerial seeding operations on the Pine Gulch Fire area just north of Grand Junction, CO in accordance with Attachment 1 - Statement of Work. FAR 12.6 Streamlined Procedures for Evaluation and Solicitation of Commercial Items will be utilized along with a shorter response time in accordance with FAR 5.203. - 2. The prospective contractor shall provide all management, supervision, pilots, tools, equipment, trucks, aircraft and labor necessary to apply approximately 289,836 pounds of Government provided grass seed to 21,874 acres of BLM manage lands to be restored from the Pine Gulch Fire of 2020. Award selection will be made with a Low Price Technically Acceptable (LPTA) basis with a thorough review of your technical proposal to ensure acceptability. - 3. The performance period for this service is 1 - 31 March 2021 dependent upon contract award, weather conditions and snow coverage. - 4. A firm-fixed priced contract is contemplated. There will be an option line for 2187 acres which are included in the total amount mentioned above. - 5. The BLM is contemplating setting this procurement aside for small business based upon results of ongoing market research and responses to this announcement. The applicable North American Industry Classification System (NAICS) code is 115310 with a small business size stand of $8.0M. A complete Request for Quotes (RFQ) will be issued on or about 25 January 2021 on the beta SAM.GOV web site. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments. We are planning for about a two-week solicitation period. - 7. All prospective contractors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. If you have not updated SAM since October, you are advised to update early to be sure you are in complete compliance with the expanded Section 889 prohibitions on not using certain covered technology products. - 8. There is no formal pre-bid site visit scheduled for this project, but we are open to setting up a conference call or Zoom call to further discuss the specifics and particulars.
