A1. Roads exist but are not accessible during the winter Q2. Will the purple road be able to be accessed during the time of application? (see attached image) A2. The purple road is there but it won't be accessible during winter. Q3. What seed mix will you be providing? A3. The BLM will provide the seed pre mixed in 50lbs bags. The seed comes from the BLM warehouse. Q4. Can drones be used to apply seed? A4. Drones may be used to apply the seed but we don't know if there are drones big enough to complete the project. Q5. What type of seed are we to appy? A5. The seed is native grasses and forbes premixed in 50 lbs bags. Q6. We would like to send a representative to look at the project area. Do you have any idea how the access to the unit is now weather-wise? A6. Currently you can access the area with a UTV or a 4X4 truck. There is about six inches of snow out there. With all the lodgepole, you can only seed the area with aircraft. Last year we had questions about a UTV, and there is no way any ground based vehicle can seed the project with snow on the ground and maneuver around all the dead trees and downed logs. West Fire Seeding 1515 acres The Bureau of Land Management Little Snake Field Office, Colorado, has a requirement for seeding of approximately 1,515 acres at the West Fire area. The project area is located approximately 58 miles Northwest of Maybell, CO. The Government will provide the seeds. Details are included in the Statement of Work attached to the RFQ. This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, which has a small business size standard of $11.5M. Technical questions regarding this RFQ shall be submitted in writing only via email to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than Monday December 11, 2023 at 4:00 pm MST. Any questions received will be answered via an amendment to the solicitation on or about Wednesday December 13, 2023. If no questions are received no amendment will be issued. In order to ensure all potential offerors have the same information questions will not be accepted or answered by telephone. Quotes shall be submitted via email to lstjohn@blm.gov by no later than Friday January 5, 2024 at 4:00 pm MST. All quotes received will be acknowledged by a return email. Please be sure to include the RFQ number (140L3724Q0010) in the subject line so that your quote is properly identified. Due to system limitations submissions through sam.gov or FBMS/PRISM will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation. Include your UEI (Unique Entity Identifier) number with your quote so that we can verify your SAM registration status. The UEI is a 12-character alphanumeric ID assigned to an entity by SAM.gov. There is no cost to register in SAM or to receive a UEI.
