This announcement and attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. Consider this solicitation (140L3723Q0122) as a Request for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect through Federal acquisition Circular 2019-03. This solicitation is set-aside for small business. NAICS 115310 - Support Activities for Forestry - Forest Fire Suppression. The small business size standard is $34.0 million. Product Service Code F014 - Natural Resources / Conservation - Tree Thinning. The resulting purchase order will be a firm-fixed price type contract. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and is the lowest price technically acceptable. The provisions and clauses attached apply to this solicitation. Project Description: The primary objective of this project is to reduce the Pinyon-Juniper canopy cover from current levels to 25% of the canopy cover on Overlook Trail thinning unit. The project will consist of 261 acres. Scope of Work: The contractor will provide all labor, equipment, materials, supplies and services to accomplish all work required under the following description of work. This shall include mobilization to and from work site. The contractor will conduct felling, bucking, and piling of Pinon and Juniper trees as directed in the prescription described below in order to reduce pinyon-juniper canopy cover to 25% of the project area. All areas to be treated shall be identified on the ground by BLM personnel in conjunction with the selected contractor prior to initiating any work. The period of performance may begin any time between award of the purchase order but must begin by October 1,2023. Work shall be completed no later than November 30, 2023. It is estimated that the work should be completed within 8 weeks. Adjustments in the period of performance of up to two weeks at a time may be permitted if agreed upon by the contractor and the BLM. The Contracting Officer must approve the proposed alternative work schedule by issuing a fully executed modification to the contractor. Work Standards and Prescription: The Contractor shall not enter areas identified by the BLM Project Manager or agency representative. These areas will be flagged prior to implementation of this project. Chainsaws and hand tools will be used to fell, buck, and pile live standing pinyon-juniper trees to reduce the canopy cover to 25% of the project area. The Contractor shall create spacing between clumps of Pinon/Juniper trees at an average of 50-120' for 25% canopy cover. Clumps may be as small as one mature tree to as large as 1/10 acre. Clump size, shape and occurrence will vary and will be irregular having a mosaic appearance across the project area. All Pinon and Juniper trees smaller than 6 inches in diameter at the ground level will be cut and piled. Ponderosa Pine, Douglas Fir, Oak, Riparian Hardwoods and Desert Barberry shall not be cut. Alligator Juniper and Pinon trees greater than 14" DRC (Diameter at Root Collar) will not be cut unless within 30' of a live Poderosa Pine or Douglas Fir. All Pinyon-Juniper trees within 30' of any Ponderosa Pine or Douglas Fir tree will be cut and piled with no piles will be made within 30' of these trees. Standing dead trees will not be cut. Stumps will be no higher than 3" above the ground. Piles will be made no closer than 20' to the unit boundary. All felled and bucked material will be piled in place. Piles will be cut several times with a chainsaw to remove open space within the pile thereby compacting the pile. This will allow the inner part of the pile to remain dry during wet conditions. Piles should average 4' tall and 6-8' diameter. Site Visit: A site visit will be conducted on Monday, August 14, 2023 @ 2:00 p.m.MDT. Project Coordinates: T09S, R14E, S 27&28 33° 29.94" N 105° 34.55" W Quad: Fort Stanton Work Area Access: Most of the project area is accessible by a 4WD motor vehicle. Vehicle travel is limited to existing roads. The outside project limits are only accessible by trails. Basis for Award: The purchase order will be awarded to the contractor with the lowest price technically acceptable. Quote must include the following information to be considered for award: work plan that details the contractor's knowledge of the work required, a work schedule demonstrating the ability to complete the work within the purchase order performance period, and a list of equipment that will be used. Additional Requirements: 1. Smoking Smoking shall not be permitted during times when vegetation is dry, except in parking lots or other paved areas, or in an established roadbed. All smoking filters (butts) will be properly disposed of in an approved refuse receptacle as opposed to being discarded on the ground. 2. Exotic Plants Before any equipment is brought into the public land project area it will be washed in order to remove non-native seeds. Cleaning shall consist of the removal all dirt, grease, debris, and materials that may harbor noxious weeds and their seeds. Cleaning shall occur away from the project site. Examples of equipment are tractors, ATV's, or trucks and trailers. 3. Toilet Facilities The government will not provide access to toilet facilities near the project site. The contractor must provide temporary toilet facilities. 4. Use of ATV's and UTV's Any use of All Terrain Vehicles (including four-wheelers, Mules, Gators, etc.) must be approved in advance by the BLM. 5. Cultural Resources The archaeological resources on public lands are a valuable record of human history of this area. In addition, such resources (including arrowheads, chert or obsidian chips, mortars, pestles, old homesteading or logging equipment, old glass, etc.) are protected by federal legislation. Removal or displacement of any cultural resources is prohibited. If concealed archeological resources are encountered during project activities, all work in the vicinity will stop, steps necessary to protect the resources from imminent damage will be taken, and the COR/COTR or other park staff acting as project inspectors will be notified immediately. 6. Resource Damage Any ruts and road damage caused by the contractor will be repaired by the contractor at their expense. All materials used by the contractor to mark areas in and around the project area will be removed by the contractor. Inspection/Acceptance 1. The BLM staff representative will make periodic inspections as a basis for payment and to provide recommendations to the contracting officer for adjustments in work quality if needed. The contractor is encouraged to observe inspections while they are being made. 2. Methods for inspections may include the use of pre and post treatment photo points along with measurements utilizing standard tools and instruments. 3. If the average percentage of undesirable material removed within the treatment area is not within the works standards for each vegetation type and/or to the satisfaction of the authorized officer further quality computations will not be made. A BLM project manager will immediately notify the contracting officer in writing of the desired changes in quality and/or performance. The contractor will be notified by the contracting officer of the need to re-work and to what specification areas identified as not meeting expectation by the project manager. After retreatment these areas will be evaluated for quality and all subsequent quality computation for those areas will be based on this evaluation.
