Blanket Purchase Agreement (BPA) setup with multiple vendors for Seed Mixing Assistance THIS IS A PRE-SOLICITATION NOTICE ONLY. The Bureau of Land Management, National Seed Warehouse Program, intends to issue a solicitation for a Blanket Purchase Agreement (BPA) for multiple awards for Seed Mixing Assistance under SOLICITATION NUMBER 140L3723Q0053. The requirement will be Seed Mixing assistance to help meet the increasing need for mixed seed for restoration of public lands. The National Seed Program mixes and distributes on average 1 to 2 million pounds of seed each year. The requirement will entail receiving unmixed grass, forb, and shrub seed from the BLM, then proportionally and evenly mix seed, bag in 50lb bags, palletize seed for pick up by the BLM or a freight company. The awarded facilities shall be strategically located near Boise or Shoshone Idaho, or Ely Nevada to limit shipping costs as much as possible. Requirement Specifications will be provided with the solicitation documents. This procurement will be set aside for business that are considered small under the posted NAICS code 115310 Support Activities for Forestry; size standard is $11.5M. Single Solicitation, multiple awards will be awarded as firm-fixed price contracts on a best value basis. TYPE OF CONTRACTS: The government expects to make awards on or before July 1, 2023. The Government will award multiple contracts resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government. The evaluation criteria will be conducted under a Best Value basis. The solicitation documents including specifications and bid sheet will be issued on or about May 15, 2023 and will be posted on the SAM.gov website under contract opportunities. This date is subject to change. Hard copy documents will not be available - all documents will be posted at the website for download. Offers will be due about 4 weeks after issuance of the solicitation. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
