Q1. Does firm fixed price mean that there will not be any opportunities for change orders due to unanticipated sites, testing needs, or other unforseen circumstances? A1. Per the RFQ vendors must have a valid Colorado consulting archaeological permit or be able to obtain a permit, and have or be able to obtain a Colorado Office of Archaeology and Historic Preservation consulting permit; which require they have experience working in the area, so we expect that vendors will be familiar enough with the area to be able to quote a firm fixed price for the work. We do not plan to issue change orders but if the contractor comes across something extraordinary or that could not have been reasonably foreseen we would consider it. It would be the contractor's responsibility to immediately notify the Contracting Officer and COR of the situation and request guidance about what steps to take before performing any additional work. Q2. Can the BLM provide GIS shape files of the project areas to use in proposal prep? A2. Yes. KML and location shape files in various formats (CPG, DBF, PRJ, SBN, SBX, SHP, SHX) are available but these are not file formats that can be uploaded to sam.gov. Is it possible that smaller portions or phases of the project will be awarded to different contractors or at different times, or will one award for the entire project go to a single contractor? A3. Our intent is to award one contract for the entire project to a single contractor. Q4. Are separate reports expected for each task, or one report that covers all tasks? A4. We assume the question is asking about the 3 tasks in the SOW. Ultimately it is one overall report, just two separate versions - draft final and final. Q5. We are a small business that meets the qualifications to participate in this RFQ. Although we are relatively new, we are permitted to conduct archaeology throughout Colorado. We have conducted work in other areas with satisfactory or exceeds expectations ratings in the CPARS system; however, we have not had previous company experience in the NW region. Does this exclude us from meeting the requirements to respond to the RFP? In particular, the section of the RFQ we are concerned with is under the award decision info: "and on the quality of past work demonstrated by example of acceptable work in northwest Colorado (Submit a minimum of 2 and no more than 4). A5. That section would require previous experience in the Northwest Colorado area. This does not necessarily need to be with BLM. If they have previous projects with USFS or NPS, those could be used as previous acceptable work. This vendor (the vendor asking the question) was also permitted for survey in Canyon of the Ancients National Monument and Tres Rios Field Office. These offices are similar enough that I would be confident that the contractor could cite previous work in those field office areas, to show equivalent experience for northwest Colorado. - end -
