The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for the collection of riparian health data at 23 lentic sites and 3 lotic sites in accordance with Proper Functioning Condition (PFC) protocol on BLM administered land in various counties in Montana. BLM will issue Solicitation Number 140L3623Q0027 via https://sam.gov/content/opportunities, at the link provided in this notice. The work to be performed include the following tasks: 1. Upper Musselshell Landscape Area Riparian a. Complete PFC Assessments on 8 stream miles on 9 lotic reaches and 2 lentic locations within the Upper Musselshell Landscape Area in Musselshell County. b. Field work can be completed from date of award through November 1, 2023. c. Preparing a comprehensive report that summarizes the results of the riparian PFC assessments. 2. Clarks Fork Landscape Area Riparian a. Complete PFC Assessments on 8.25 stream miles on 14 lotic reaches, and 1 lentic location within the Clarks Fork Landscape Area in Carbon County. b. Field work can be completed from date of aware through November 1, 2023, or from June 1, 2024, through August 1, 2024. c. Preparing a comprehensive report that summarizes the results of the riparian PFC assessments. 3. Draft PFC data will be completed and submitted to the Billings Field Office within 60 days of field work completion. 4. Final reporting will be completed and submitted to the Billings Field Office within 90 days of field work completion. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around July 23, 2023. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 541620 and the associated Small Business Size Standard is $19.0 Million. A single award will be made to the Offeror that submits a quotation that has been determined to be the best value offer (price and non-price factors considered). A firm-fixed priced purchase order is contemplated. Quotations will be due on or around August 28,2023 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around September 15, 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
