The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for the furnishing of labor, equipment, supplies and materials to construct 8 new stock water pits and to repair 3 existing sites with the excavated material being wasted or placed in an embankment or used for repairs. An additional 9 sites will be decommissioned by using the existing embankments to fill and contour the site for drainage and to blend into the natural terrain. The work under this requirement is located in Valley County, Montana. BLM will issue Solicitation Number 140L3623Q0026 via https://sam.gov/content/opportunities, at the link provided in this notice. The work to be performed includes common excavation of approximately 77,353 cubic yards. Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around August 21, 2023. The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238910 and the associated Small Business Size Standard is $19.0 Million. The BLM intends to hold an organized site visit on August 23, 2023, at 9:00 am. Attendees shall meet at the BLM Glasgow Field Office at 5 Lasar Drive, Glasgow, MT 59230. Additional information regarding the site visit will be outlined in the RFQ. A single award will be made to the Offeror that submits a quotation that has been determined to be the lowest price reasonable offer. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around September 17, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around September 22, 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 60 calendar days. The time stated for completion shall include final cleanup of the premises. Contractors are requested to submit quotations based on this year¿s construction season. If weather turns unfavorable earlier than expected this fall, BLM will consider an extension for the period of performance into next year¿s construction season. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
