The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for construction activities involving the construction, demolition, and replacement of culverts along Cottonwood Road. The project work is located on BLM lands located near Bridger, Montana in Carbon County. BLM issued Solicitation Number 140L3622R0009 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include: 1. Compaction Testing 3. ADDITIVE ALTERNATE 2 (CULVERT 52, CULVERT 65, CULVERT 71) a. Mobilization & General Conditions b. Culvert - 24" CMP c. Culvert - 36" CMP d. FETS - 24" e. FETS - 36" f. Compaction Testing Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Quotations (RFQ) on August 17, 2022. The estimated price range of this acquisition is between $100,000 and $250,000. BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $39.5 Million. Amendment Number 0001 was issued on September 13, 2022. A single contract award will be made to the offeror that submits a proposal that has been determined to be the lowest-price responsible offer. A firm-fixed priced purchase order is contemplated. Quotations are due on September 16, 2022, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around September 26, 2022. The successful contractor will be required to commence work and complete the entire work ready for use within 329 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
