The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for the Riparian Multiple Indicator Monitoring (MIM) data collection at Designated Monitoring Areas (DMAs) along prairie streams in accordance with Technical Reference 1737-23 on BLM administered land in Butte County and in Harding County, South Dakota. The work includes two existing DMAs in Butte County along Battle Creek and establishment of ten new DMAs in Butte and Harding County. BLM will issue Solicitation Number 140L3621Q0006 via https://sam.gov/content/opportunities, at the link provided in this notice. The work to be performed include the following: 1. Existing DMAs a. Locate the Lower and Upper End of the DMA b. Follow All Monitoring Guidelines and General Procedures c. Use the Data Entry Module d. Flooded Greenline e. Additional Notes and Comments 2. New DMAs a. Define the Lower and Upper Ends of the DMA b. Mark the Lower and Upper Ends of the DMA c. Take Photographs d. Follow Monitoring Guidelines and General Procedures e. Use the Data Entry Module f. Flooded Greenline g. Additional Notes and Comments Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around June 22, 2021. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 541620 and the associated Small Business Size Standard is $16.5 Million. A single award will be made to the Offeror that submits a quotation that has been determined to be the best value offer (price and non-price factors considered). A firm-fixed priced purchase order is contemplated. Quotations will be due on or around July 22, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around August 23, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall be determined at the time of award. For further information about the requirement, offerors should contact Christine Mundt at cmundt@blm.gov or at (406) 896-5030. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
