The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for the furnishing of labor, equipment, supplies, and materials for the Acton Road Gravel Project. The work under this requirement is located approximately 27 miles north of Billings, Montana at the Acton Recreation area in Yellowstone County. The work to be performed includes the following: 1. Re-establish road typical section and grade on 4.88 lane miles of road. 2. Provide adequate soil moisture when and where natural conditions are not suitable to conduct road maintenance activities. 3. Furnish, spread, and compact Crushed Aggregate Base Course as awarded and as directed by the Contracting Officer within the time limit specified in the purchase order. Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Quotation (RFQ) on July 2, 2021. The estimated price range of this acquisition is between $100,000 and $250,000. BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $39.5 Million. Amendment Number 0001 was issued August 2, 2021 to incorporate the Site Visit Attendance Records along with Questions and Answered received in response to the soliciation. A single award will be made to the Offeror that submits a quotation that has been determined to be the lowest price reasonable offer. A firm-fixed priced purchase order is contemplated. Quotations are due on August 9, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the solicitation to cmundt@blm.gov. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around August 23, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 46 calendar days. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
