The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting quotations for the furnishing of labor, equipment, supplies, and materials, for the construction of four (4) livestock wells. Work under this requirement is in Carbon County and in Yellowstone County. More specifically, the well locations are as follows: * Castle Catchment Well is located in Township 08S Range 24E Section 18; * Reverse FBAR Well Redrill is located in Township 08S Range 24E Section 32; * Reed Well Redrill is located in Township 06N Range 30E Section 26; * Abel Well is located in Township 06N Range 31E Section 29. Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Quotation (RFQ) on June 24, 2021. The estimated price range of this acquisition is between $25,000 and $100,000. BLM issued the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237110 and the associated Small Business Size Standard is $39.5 Million. An Organized Site Visit is scheduled for July 7, 2021 at 7:30 am. See Section L of the solicitation package for additional information. Quotations are due on July 26, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana or via e-mail to cmundt@blm.gov. The Government anticipates award of this procurement on or around July 29, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 42 calendar days. The BLM intends to conduct this acquisition by use of simplified acquisition procedures and award a single contract to the Offeror that submits a quotation that has been determined to be the lowest price reasonable offer. A firm-fixed priced contract is contemplated. Quotations will be due on or around June 23, 2021 at BLM's Montana State Office, 5001 Southgate, Billings, Montana. The Government anticipates award of this procurement on or around July 5, 2021. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 42 calendar days. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
