Sources Sought The Bureau of Land Management (BLM) Carlsbad Field Office (CFO), Carlsbad, New Mexico is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for law enforcement services. In addition to searching the market for qualified vendors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside opportunities exist. The applicable North American Industry Classification System (NAICS) code assigned is 922120 Police Protection. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than ten pages in length, single spaced, 12 point font minimum) demonstrating the contractor's ability to meet the BLM's Statement of Work for the law enforcement services. This documentation must address, at a minimum, the following: 1. Company Name; Company Address; Company Business Size, and Point-of-Contact name, phone/fax number, and email address; 2. Company profile to include office location, DUNs number, and a statement regarding current small/large business status; 3. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 4. Prior/current experience in the last ten years, including contract number, organization supported indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the BLM's minimum Statement of Work. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. NOTE: Submitted capability packages shall not include any pricing information. If pricing information is included within the capability package it will not be reviewed or considered by the BLM. STATEMENT OF WORK The purpose of this contract is to obtain law enforcement services as needed to assist the Bureau of Land Management (BLM) Carlsbad Field Office (CFO) Hobbs Field Station (HFS) in the administration and regulation of the use and occupancy of public lands focusing on combating all illegal dumping on public lands within Lea County. The contractor will enforce the civil and criminal laws of the State and County on public lands, waters, roads, and trails administered by the BLM with reimbursement by the BLM, in accordance with the actual costs associated with conducting these patrols, investigations, and clean-ups, to include: current wages of law enforcement personnel, mileage, and other vehicle costs associated with vehicle patrols, if necessary. The services requested by the BLM are of a nature outside the scope of the normal and routine law enforcement activities of the Contractor on the public lands. The patrols and clean-ups will be in support of an initiative to clean up both Eddy & Lea Counties in support of promoting outdoor recreation. General Work Requirements To provide reimbursable services as listed, for the enforcement of State and local laws relating to the protection of persons and property on public lands. The lack of any specific request by the BLM will not limit the authority of the Vendor to respond to any situation in a fashion seen fit under State or local law. The Contractor will have deputies coordinate with the designated BLM Law Enforcement Point of Contact (LEPOC) regarding patrol needs and to exchange law enforcement information of benefit to both the Contractor and the BLM. Law Enforcement Point of Contact (LEPOC) for the BLM: Ranger TBD, Carlsbad Field Office, 620 East Greene Street, Carlsbad, New Mexico, 88220 The Contractor will coordinate all Law Enforcement Service Contract issues with the designated BLM Law Enforcement Service Contract Point of Contact (LESCPOC). The Contractor will provide patrol coverage of the public lands, waters, roads, and trails administered by the BLM within the confines of Lea County, New Mexico. Patrols will focus on illegal dumping and related resource damage. Patrols may be conducted, along with supervision, in conjunction with public clean ups of areas of illegal dumping on BLM administered lands, as necessary. The Contractor agrees to make patrols through BLM Land within Lea County with specific attention paid to crimes involving illegal dumping and associated resource damage. These patrols will be made during hours which will be determined by coordinating efforts between the BLM LESCPOC and the Vendor POC. The Vendor will provide investigative support, a crime analyst, and a database to concentrate on illegal dumping on public lands. Work with BLM Law Enforcement Rangers and Agents in conducting investigations to solve the above crimes. Take appropriate law enforcement action to resolve any threat to on-site facilities or the public. Log all hours worked. Document all incidents. Provide/Obtain equipment utilized for illegal dumping patrols. Sworn personnel assigned to duties under this contract will be paid employees of the Contractor who have complied with the minimum standards as required by New Mexico State Police Officers Standards and Training Council and that such deputies have not been convicted of a misdemeanor crime of domestic violence and is not prohibited from possessing a firearm in accordance with 18 U.S.C. 922(g)(9).(c)The Contractor will ensure that sworn personnel assigned to duties on Public Lands be made aware of the provisions of the Archaeological Resources Protection Act (16 U.S.C. 470 aa - 470 ll) and the Native American Graves Protection and Repatriation Act (25 U.S.C. 3001 - 3013), regarding skeletal remains. Also, ensure that Contractor personnel are instructed to not disturb what may be an archaeological site, on the belief that skeletal remains are indicative of a crime scene over which they have jurisdiction, without first contacting appropriate BLM Ranger and/or BLM management personnel. The Contractor will furnish quarterly reports of all BLM related law enforcement activities to the BLM Law Enforcement Service Contract Point of Contact (LESCPOC). The Contractor agrees to have personnel contact or stop by the Carlsbad BLM Office; when possible and confer with the BLM LEO(s) regarding patrol needs and to exchange law enforcement information of benefit to both the Contractor and the BLM. The designated BLM LESCPOC will certify all invoices for accuracy and verify that the work was performed within the standards stated above. A copy of the above-mentioned backup documentation/reports should be retained in the contract file, along with the quarterly invoice, and/or with the BLM LESCPOC
