This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is an RFQ for seeding services for approximately 1516 acres with Government furnished seed accordance With Attachment 1- SOW BLM LFSO DUFFY MTN SEEDING with a PERIOD OF PERFORMANCE: 11/01/2024-03/31/2025 when there is at least one inch of snow on the ground. Basic Contracting Requirements: 1. Active Registration: www.sam.gov/SAM 2. Compliance with Section 889 clauses. 3. Invoicing and Payment: www.ipp.gov - 30 day prompt pay after delivery. We can accept and pay interim invoices. 4. FAR Part 12 - Commercial Items Provisions and Clauses 5. FAR Part 13 - Simplified Acquisition Procedures 6. Total Small Business Set-Aside for NAICS 115112 -Soil Preparation, Planting and Cultivating- Size Standard: $9.5M 7. Type of Contract - Firm Fixed Price - no changes in price for inflation, changing fuel costs, etc. 8. Basis of Award: Price and Other Factors. The other factors are technical and past performance. Among offers determined to be technically acceptable and with satisfactory past performance on projects of similar size and scope, the deciding factor will be low price. Factor 1: Technical: Offerors shall submit a technical response describing how the work will be completed, their qualified and experience personnel and the type of equipment to be used. Technical will be graded on a scale of Meets or Does not Meet. An offer without any specifics or a boiler plate will be determined unacceptable. Factor 2: Past Performance Government shall utilize information obtained from the Government databases (www.sam.gov and CPARS) to ensure there are no responsibility issues. If sufficient past performance information is not available, vendor may be asked to provide contact information for past performance references. The government may, at it's discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis. Past performance will be graded on Acceptable or Non-Acceptable.
