AMENDMENT 0001 IS ISSUED TO ANSWER QUESTIONS ASKED AT THE SITE VISIT. The due date for quotes remains unchanged. Q1: How do you identify old growth juniper? A1: Referenced SOW pg. 12 definition of old-growth juniper, pointed out examples of old juniper, and ensured that the BLM Forester would work with contract recipient to answer any questions. Q2: What are special designation areas? A2: Special designation areas are places where we have sensitive resources and we do not want piles created (despite dense canopy cover) or trees to be cut and referenced SOW pg. 4. Areas marked as juniper woodlands will not be treated as well. All areas are designated on the contract maps. Q3: Are snags/dead trees to be cut? A3: Dead standing trees are only to be lopped-and-scattered on the Bidwell Mountain project. These trees were burned as a result of the 2011 Annie Fire and will be lopped-and-scattered to reduce perch sites for raptors. Q4: Is travel permitted off road via ATV/UTV? A4: Travel off road is only permitted for emergency purposes. Q5: Are pine/fir/incense cedar trees designated to be cut within the Bidwell Mountain project? A5: No, only western juniper is to be cut within the treatment area. All pine, white fir, and incense cedar is to be retained. Q6: Where should the piles be constructed when juniper trees are cut next to pine, fir, or incense cedar trees that are designated for retention? A6: Piles should be constructed away from the dripline of the trees to reduce impacts to leave trees during prescribed ire operations. Bidwell Mountain/Mosquito Valley Juniper Reduction The due date for quotes is Friday August 20, 2021 at 4:00 pm. Email quotes to the Contract Specialist Laura StJohn at lstjohn@blm.gov. Questions will not be accepted by telephone. Include RFQ number 140L1221Q0039 in any correspondence. Offerors MUST have an active registration in the System for Award Management (SAM.gov) as of the closing date and time of the solicitation. Include your DUNS number with your quote so that the Government is able to verify your SAM registration.
