Imperial Sand Dunes Recreation Area (ISDRA)(California) Vault Toilet Pumping, Base Plus 4 Option Years. This requirement was previously issued under RFQ 140L1221Q0009. It is now being resolicited on an Unrestricted basis, meaning both large and small businesses may now respond. Imperial Sand Dunes Recreation Area (ISDRA)(California) Vault Toilet Pumping, Base Plus 4 Option Years. See RFQ and attachments for details. The NAICS is 562991 'Septic Tank and Related Services'. Quotes are due by Friday, May 21, 2021 at 4:00 pm PT. Offerors MUST have an active registration in the System for Award Management (SAM.gov) as of the closing date and time of the solicitation. Include your DUNS number with your quote so that the government is able to verify your SAM registration. Quotes shall be emailed to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than the closing time of this solicitation. Be sure to include the RFQ number 140L1221Q0019 in the subject line. Per provision 52.323-2 Evaluation, quotes will be evaluated on an informal trade-offs basis in accordance with FAR Part 12.6. (See attached clauses and provisions for the complete text of the provision) In order to be considered for award an offeror must provide sufficient information in its quote to demonstrate that it has the technical capability to perform the services, have satisfactory past performance, and be reasonably priced. Technical Capability to perform the services means the offeror describes how it will accomplish the tasks in the PWS (not merely a restating of the PWS). For example ¿ number of pumping trucks and personnel that will be used on the order, the method the contractor will use to respond to calls for service within the time limits listed in the PWS, certifications or licenses to perform the services in California, a listing of current or past contracts for the same or similar services that demonstrates the offeror has the technical capability to perform the services. Satisfactory Past Performance means that the offeror has satisfactory records in the CPARS (Contractor Performance Assessment Reporting System, www.cpars.gov) and has listed contracts that it has successfully performed services under. Include email point of contacts for past performance references. Reasonably priced means that the pricing can be found fair and reasonable based on competitive quotes or additional research by the BLM of the commercial marketplace.
