This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Bureau of Land Management (BLM), California State Office (CASO) Bat Detector Analysis. Description of Work: Vendor to furnish equipment, labor, and supplies to analyze the functional performance of full spectrum automated classifiers, focusing on two packages commonly used in the United States today - Sonobat© and Kaleidoscope Pro©. The principal objective is to identify the analytic strengths and limitations of each classifier when used with real world data. The BLM is interested in comparing the accuracy of each system in correctly assigning signals to verifiable classifications and, where possible, understand the sources of performance variance (e.g. differences in analysis design, classifier settings, signal source, bat call variability etc.). The awarded purchase order will be for one base period of approximately 15 months plus one - one year option. Solicitation Number 140L1219Q0060 is issued as a request for quotation (RFQ). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05, effective 13 August 2019. This solicitation is issued as a total small business set-aside. The NAICS associated with this solicitation is 541990 All Other Professional, Scientific, and Technical Services, which has a small business size standard of $15M. Quotes shall be submitted via electronic mail only to tthaler@blm.gov by no later than Friday, August 30, 2019 at 4:00 pm. Submissions through FBO, Fedconnect, or FBMS/PRISM will not be accepted. Quotes shall include a description of how the offeror will meet the technical requirements of the RFQ and include a completed pricing schedule (Attachment 3). Offerors must be registered in the System for Award Management (SAM) as of the closing date and time of this RFQ in order to be considered for award. Interested parties may submit questions relating to this solicitation via electronic mail to tthaler@blm.gov. Questions are due by no later than Wednesday, August 21, 2019 at 4:00 pm PT. The offeror is required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or criterion. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.
