This notice, incorporated solicitation provisions, and contract clauses are those in effect through Federal Acquisition Circular 2019-02. This will be a firm-fixed price contract, 100% Total Small Business Set-Aside, awarded to the offer that represents the overall best value and lowest risk to the government. Offers will be evaluated on the basis of Low Price Technically Acceptable (LPTA), and using Simplified Acquisition Procedures (SAP).
