Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of services for the Bureau of Land Management (BLM) Helium Pipeline and Wellfield Operations. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0623Q0001 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 13, Simplified Acquisitions in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 was published in the Federal Register today, September 23, 2022. (iv) This solicitation is being issued as Full and Open Competition. The NAICS associated with this solicitation is 213112, Support Activities for Oil and Gas Operations with a size standard of $41,500,000.00. (v) See the Statement of Work (SOW) document included in Attachment 1 for detailed requirements. The pricing schedule included below is to be completed and returned with your quote. The pricing schedule requires a firm fixed price quotation for all regular inspection, maintenance, and repair duties required in the SOW. A Time and Materials line item will be included into the award in order to cover any unscheduled or emergency repairs not specified in the SOW. (vi) A single day site-visit is scheduled for Friday November 18th, 2022 for interested parties to see the facility and pose questions. All questions and information gathered will be posted via amendment for those who do not attend the site-visit. The visit will take place at the Cliffside Gas Facility on November 18, 2022 at 8am CST. (vii) The items to be acquired through this combined synopsis/solicitation are for the Contractor to provide personnel and services to maintain the BLM Helium Pipeline and Wellfield Operations in accordance with the duties outlined within the attached Statement of Work. (viii) GENERAL REQUIREMENTS The Bureau of Land Management already has two primary contractors in place. The selected contractor will work in close coordination with these contractors and BLM representatives to ensure that Federal Helium System (FHS) continues to meet the helium delivery needs of the storage contract holders¿ purification plants along the 425-mile crude helium pipeline. Performance location is specified in the Statement of Work. (i) FAR Provision 52.212-1, Instructions to Offerors ¿ Commercial Items, applies to this acquisition. Interested parties shall read and comply with all of the requirements. See Attachment 2 for additional instructions to quoters. (ii) This acquisition is being solicited using FAR Part 13, Simplified Acquisitions, in conjunction with FAR Part 12, Acquisition of Commercial Items. Refer to Evaluation Factors for Award in Attachment 2. To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the firm being ineligible for award. (iii) Quoters shall be active in SAM and ensure that their Representations and Certifications are up to date. If a firm does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their submission. (iv) FAR Clause 52.212-4, Contract Terms and Conditions ¿ Commercial Items applies to this acquisition. See attached Clauses and Provisions for additional information. (v) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ¿ Commercial Items, applies to this acquisition. See Clauses and Provisions in Attachment 3 for additional information. (vi) Additional clauses that apply to this acquisition are provided in the Clauses and Provisions section of the solicitation. These clauses will be incorporated into the successful quoters¿ contract award. (vii) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (viii) Quotes are due no later than Friday December 30th, 2022 @10:30 a.m. MST. Quotes shall be submitted in accordance with the instructions of the solicitation (see Attachment 2).
