Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition and installation of four (4) rectifiers and corresponding ground beds along the BLM owned helium pipeline that runs from Amarillo TX to Bushton KS. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0621Q0010 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 13, Simplified Acquisitions in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 effective January 19, 2021. (iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 237120, Oil and Gas Pipeline and Related Structures Construction, with a size standard of $39,500,000.00. (v) See the Statement of Work (SOW) document included in Attachment 1 for detailed requirements. The pricing schedule included in Attachment 1 is to be completed and returned with your quote. (vi) The items to be acquired through this combined synopsis/solicitation are for the acquisition and installation of four (4) rectifiers and corresponding ground beds along the BLM owned helium pipeline that runs from Amarillo TX to Bushton KS. (vii) Performance location is: Specified in Section 3.1.3 of the Statement of Work (viii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Interested parties shall read and comply with all of the requirements. See Attachment 1 for additional instructions to quoters. (ix) This acquisition is being solicited using FAR Part 13, Simplified Acquisitions, in conjunction with FAR Part 12, Acquisition of Commercial Items. Refer to Evaluation Factors for Award in Attachment 1. To be eligible for award, the firm must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the firm being ineligible for award. (x) Firms shall be active in SAM and ensure that their Representations and Certifications are up to date. If a firm does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their submission. (xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition. See Clauses and Provisions in Attachment 1 for additional information. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Quotes shall be submitted in accordance with the instructions of the solicitation (see Attachment 1).
