Ammunition for BLM Law Enforcement - Pre-Solicitation Notice The Bureau of Land Management (BLM) has a recurring need for Winchester ammunition to support department law enforcement throughout the United States. BLM law enforcement expend ammunition throughout their duties and training, and if not used, ammunition expires, requiring replacement. This ammunition must be replaced to keep units effective in completing their mission. The period of performance for this requirement is for one (1) base year and four (4) one-year option periods beginning July 1, 2020. The BLM will issue a Full and Open competitive solicitation June 2020. The BLM anticipates issuing a single award Blanket Purchase Agreement (BPA) from this solicitation. The NAICS code for this acquisition is 332992 Small Arms Ammunition Manufacturing, which has a size standard of 1,250 employees. All materials must be in accordance with the Buy American Act. A Request for Quote (RFQ) solicitation package will be available electronically at beta.sam.gov and will be posted for 7 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on price in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
