Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of two (2) different types of Mobil Lube Oil to be delivered to the Cliffside Helium Reserve Facility in Amarillo, TX. *Mobil, Teresstic 150 Lubricant Oil *Mobile, Pegasus 805 Ultra Lubricant Oil (i)This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii)The solicitation is being issued as request for quotation (RFQ). Submit written quotes on RFQ Number 140L0620Q0001. This solicitation will utilize the policies contained in the FAR Part 12 and FAR Part 13 in conjunction with the policies and procedures for solicitation evaluation. (iii)The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2020-01 effective November 12, 2019. (iv)This solicitation is being issued as full and open competition. The NAICS associated with this solicitation is 324191, Lubricating Oil and Grease Manufacturing, with a size standard of 750 employees. (v)This combined solicitation synopsis is for the purchase of the following commercial item(s): *Mobil, Teresstic 150 Lubricant Oil *Mobil, Pegasus 805 Ultra Oil Delivery Requirements: Monday- Friday between the hours of 7:30 AM - 3:30 PM (No weekend or holiday deliveries will be required) Anticipated deliveries per month is weekly or on an as needed basis. **Contractor will allow BLM to increase quantity as needed based on unforeseen circumstances ** A dispatcher will call to set up deliveries 2 days prior to delivery date. Contractors shall transfer oil from pump trucks into BLMs fixed 300 & 500 fresh oil gallon tanks (upon direction of on-site BLM personnel). Location Address for Deliveries: Cliffside Gas Field 13301 Brickplant Road Amarillo, TX 79124 Period of Performance (PoP): IDIQ PoP: 1 January 2020 thru 31 December 2024 Base Year: 1 January 2020 thru 31 December 2020 Option Year 1: 1 January 2021 thru 31 December 2021 Option Year 2: 1 January 2022 thru 31 December 2022 Option Year 3: 1 January 2023 thru 31 December 2023 Option Year 4: 1 January 2024 thru 31 December 2024 Contract Pricing Information Minimums and Maximums are for the entire contract period, to include each Option Period, if so exercised. Minimum guarantees are per contract award for a total of $45,000.00. The maximum is a contract ceiling of $999,999.00. Oil Spills/Hazards Upon award the contractor will received a copy of the Spill Prevention, Control, and Countermeasure Plan Dated October 2017. (vi)FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Potential quotes shall read and comply with all of the requirements. (vii)This acquisition is being solicited using FAR Part 12, Commercial Items. This basis of award will be in accordance with FAR Provision 52.212-2 Evaluation-Commercial Items (see Attachment 4). (viii)The vendor shall be active in SAM and ensure that their Representations and Certifications are up to date. If a vendor does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their quote. (ix)FAR Clause 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition, see the attached Contract Clauses and Provisions, (x)FAR Clause 52.212-5, Contract Terms and Conditions required to implement Statutes and Executive Orders - Commercial Items, applies to this acquisition.
