Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a solicitation for the acquisition of broadcast systems specialist services for the Bureau of Land Management (BLM) National Training Center (NTC). (i) This is a solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0123Q0002 is being issued as a Request for Quotation (RFQ). This solicitation will utilize the policies for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effected through Far Acquisition Circular 2023-01 effective December 30, 2022. (iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 541330, with a size standard of $22,050,000.00. (v) See the Statement of Work, Section #1, for detailed requirements. (vi) The services to be acquired through this solicitation is broadcast systems specialist/studio engineer services for the BLM National Training Center (NTC) in Phoenix, Arizona. (vii) Performance locations are detailed in the Statement of Work included in the solicitation. (viii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. Potential offerors shall read and comply with all of the requirements. See Section #4 for Additional Instructions (addendum). (ix) This acquisition is being solicited using FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The basis of award will be a best-value determination see Section #5 for Evaluation Criteria. To be eligible for award, the offeror must be a small business deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. (x) Offerors shall ensure that their Offeror Representations and Certifications - Commercial Product and Commercial Services (FAR Provision 52.212-3) are updated in the System for Award Management (SAM). If an offeror does not have an active SAM registration they shall complete FAR clause 52.212-3 and include it with the submission. (xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services applies to this acquisition, see Section #3 for all clauses and provisions. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services, applies to this acquisition. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Quotes are due no later than Wednesday, January 25, 2023 at 12:00 p.m. MST. Quotes shall be submitted in accordance with the instructions in the solicitation document.
