The due date remains the same, 05/02/2025 1500PST. No additional questions will be allowed. Contractors are required to sign and return copies to the issuing agency. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is issued as a request for quotation (RFQ) 140G0325Q0088. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 dated 01/17/2025. This requirement is not set-aside small business. NAICS: 333511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, 1,350. Delivery Address: USGS Columbia River Research Lab, 5501-A Cook-Underwood Road, Cook WA 98605. Delivery date for estimate only: 400 units ASAP or before 07/01/2025, 900 units before 09/01/2025 and 700 units before 10/20/2025. Evaluation criteria is lowest price technically acceptable. FOB destination requested. Equipment Requirement: New equipment ONLY, NO grey market or refurbished products. All items must be covered by the manufacturer's warranty. USGS is tax-exempt. Offerors must submit sufficient documentation to demonstrate their capability to perform the required services. SOURCES SOUGHT The US Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing acoustic transmitters for study of juvenile salmonid survival at Lookout Point Dam, Oregon as described in the attached Technical Specifications. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code: 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and associated size standard 1,350 apply to this announcement, along with Product Service Code: 5845, Underwater Sound Equipment. All responsible sources may submit a product data sheet detailing the ability to meet the Technical Specifications included with this announcement. Required Acoustic Transmitter Specifications The transmitters must use a binary phase shift keyed (BPSK) code pulse to achieve a unique code. Transmitters must be the smallest acoustic tag available that meets the life and output requirement of the JSATS Program. Transmitters must contain a 4-place alphanumeric code ID Transmitters must operate between 0 and 31 degrees Celsius. Transmitters must emit a frequency within 416.7 kHz ± 0.5%. Transmitters must have a pulse rate interval (PRI), code ID and duty cycling that is configurable by the user with an ATS brand Pinger Dish. Transmitters must contain an 8-bit Barker code, 16-bit tag ID code and 8-bit cyclic redundancy check (CRC).
