The scope of this requirement is professional services in support of the U.S. Geological Survey¿s (USGS) National Strong Motion Project (NSMP, https://earthquake.usgs.gov/monitoring/nsmp/,) which operates and maintains strong-motion instruments at more than 660 ground, free-field, and reference sites, and more than 3,200 channels of data from about 180 structural arrays. Many of the NSMP sites are instrumented with older, obsolete equipment. Through deferred maintenance funding, the USGS has been able to purchase modern dataloggers and sensors to upgrade these structures, but lacks the personnel resources to visit them, investigate and identify the work necessary to upgrade, and then upgrade them. The USGS intends to solicit competitive proposals in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and will award one indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering ceiling of NTE $2.99M and an ordering period of five (5) years. The IDIQ contract will have two parts. First, time and materials task order(s) will be issued for site investigation and recommendation; second, firm-fixed price task order(s) will be issued for upgrades. The applicable product/service code is R425, Support - Professional: Engineering/Technical. The applicable NAICS code is 541360, Geophysical Surveying and Mapping Services, size standard $28.5M. This acquisition is unrestricted. We anticipate that the request for proposals will be available approximately the week of 08/14/2023.
