The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing a marine grade active stabilizer as described in the required features and specifications below. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 334513 Instruments and Related products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with the associated size standard of 750 employees apply to this announcement. All responsible sources may submit a brochure and/or technical specifications detailing the ability of their product to meet the required features and specifications included with this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than January 23, 2023 at 1700 PS. Responses submitted by hardcopy or the SAM web portal shall not be accepted or considered. Specifications for radar platform stabilizer: -Accepts payloads up to 100 kg -Compensates for up to 20 degrees of pitch and roll with a mean deviation <0.5 degrees -Maintains continuous torque of 125 Newton-meters -Achieves peak torque of 250 Newton-meters -Stabilizer itself should weigh less than 35 kg and has a mounting surface 400 mm to 500 mm in diameter -Operating voltage of 28 VDC -Average power consumption <100 W -Available communication interfaces should include Ethernet, RS422, and RS232 -The device accepts IMU data and NMEA frame input -The device must satisfy IP67 standards protecting against water ingress -The device should be declared to meet the following DNV GL Maritime operating standards: DNV GL-CG-0339 sections 3.7 and 3.9 regarding operating and storage temperature, DNV GL-CG-0339 Section 3 No. 8.3 regarding humidity tolerance, DNV GL-CG-0339 Section 3.10 regarding salt mist, DNV GL-CG-0339 Section 3.6 regarding vibration.
