The USGS, Southwestern Region, has a requirement for services to support Task: Establish and Conduct In-Depth Demographic and Habitat Surveys on the Red Rock Canyon Desert Tortoise Study Plot, eastern Kern County, California. The Government seeks competitive firm fixed price quotes for the following work: During spring of 2023, fieldwork shall be conducted on a ~ 4.01 square kilometer study plot called Red Rock Canyon SP in eastern Kern County, California. For the survey of tortoises, approximately 45 person days of effort shall be expended in conducting demographic, health, and disease surveys. Additional field days (5) shall be required to set up the plot and for gathering data on selected ecological and anthropogenic factors. Office time shall be required for a potential pre-work conference, compilation of data sheets, preparation of maps and tables, and preparation of data files. Additional time shall be allocated for gathering data on selected ecological factors and anthropogenic impacts on the plot. One coverage of the plot at 10-m spacing is a requirement. Population parameters include, but are not limited to: distribution, size-age class structure, sex ratios, recent deaths, preliminary data amounts of shell-skeletal remains, and on known or potential causes of death. Health parameters include clinical signs of illness and health. The site is on land administered by the State of California's Department of Parks and Recreation and is accessible by dirt road west of Highway 14. During the last survey, ~9 tortoises were found on the plot. The period of performance is approximately March 20, 2023 - September 30, 2023 The Request for Quotation (RFQ), number 140G0323Q0042, will be made available through the Government-wide Point of Entry (GPE), in accordance with Federal Acquisition Regulations (FAR) 5.102(a)(1), on or about 1/17/2023. The Government anticipates award of a Firm-Fixed Price type purchase order. All firms must be registered in the System for Award Management (SAM) database at www.sam.gov. This notice and any resulting contract or order conforms to the requirements in place through FAC 2023-01, effective 12/30/2022.
