This is a notice of intent to solicit from a single source for the USGS Pacific Coastal Marine Science Center. The US Geological Survey (USGS) intends to negotiate a purchase order with Telemetry Solutions for up to 20 Nano Enhanced GPSs, five Long Range Base Stations and one GPS Collar Software. These GPSs will be placed on southwestern pond turtles (Actinemys pallida) a species being considered for federal listing as endangered. With these GPSs the USGS will be able to track adult pond turtles to meet project needs. Telemetry Solutions is the only known source that has the required specifications that meets the government's minimum needs. These specific transmitters are necessary to fulfill the Animal Care and Use Committee's request to use a transmitter that is <5% of the turtle's body mass. These transmitters weigh 16 grams. The site where these transmitters will be deployed does not have cellular service so lighter transmitters that use cellular technology would not work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses or inquiries shall only be accepted through electronic mail addressed to cjfejarang@usgs.gov. by and must be uploaded and received in their entirety no later than 01/27/2023 1200 PD.

The United States Geological Survey, Office of Acquisition and Grants is soliciting information from qualified sources; the results of this announcement will be evaluated to determine if there are businesses capable of performing the proposed work. The US Geological Survey, Office of Acquisition and Grants seeks responses from vendors that possess the capability to perform work, including the maintenance on, the keel mast and deck surfaces of a USGS Research Vessel in Homer, Alaska. The USGS Pacific Coastal and Marine Science Center has a requirement for up to 20 Nano Enhanced GPSs, five Long Range Base Stations and one GPS Collar Software. These GPSs will be placed on southwestern pond turtles (Actinemys pallida) a species being considered for federal listing as endangered. With these GPSs we will be able to track adult pond turtles to meet project needs. These transmitters are a necessary purchase to fulfill the Animal Care and Use Committee¿s request to use a transmitter that is <5% of the turtle¿s body mass. This requirement is for transmitters that weigh 16 grams or less. Satellite transmitters with a comparable battery life of three months that weigh over 16 grams would be unacceptable. The site where these transmitters will be deployed does not have cellular service so lighter transmitters that use cellular technology would not work.
