This is a notice of intent to solicit from a single source for the USGS Alaska Science Center in Anchorage, AK. The US Geological Survey (USGS) intends to negotiate a purchase order with ALS Global for bulk rock geochemistry analyses as described in the attached Statement of Work. ALS Global is the only known source that has the knowledge and experience required that meets the government's minimum needs. Thousands of igneous rock samples contributing to Alaska Science Center research projects have already been analyzed by ALS since 2013 and awarding to this contractor would assure data continuity. The lab offers comprehensive analytical packages that reports high precision concentrations, with low detection limits, for several incompatible elements critical to petrogenetic interpretation of igneous rocks (e.g., Cs, Nb, Y, and several rare earth elements - REE). The combination of total compositional characterization and level of precision with low detection limit(s) is unavailable from other contract labs. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2 and 5.101(a)(2). This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541380, Testing Laboratories, with the associated size standard of $16.5 million annually. This is Subject to the Availability of Funds.
