This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05, effective 10 March 2021. This acquisition is a total small business set-aside. The associated NAICS code is 541330 - Support Professional Engineering/Technical with an associated size standard $16.5 million annually. SPECIFICATION The U.S. Geological Survey, Volcano Science Center, seeks a third-party production of highly specialized 'multi-GAS' (Multiple Gas Analyzer System) volcanic gas monitoring instruments developed in-house by USGS scientists as described in the solicitation¿s Statement of Work. Please see solicitation document(s) for a detailed description and solicitation provisions/clauses. SUBMISSION OF QUOTATIONS/PROPOSALS Quotations/Proposals shall only be accepted through electronic mail addressed to the Contracting Officer at nlushenko@usgs.gov. Sources Sought The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing engineering design, production, and assembly services to refine, streamline, and document a USGS multi-GAS (Multiple Gas Analyzer System) portable and station designs and assembly to a technical standard necessary for third-party production, and to produce a refined protype of each model for evaluation as described in the attached Statement of Work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 541330, Engineering Services, and associated size standard $16.5 million annually apply to this announcement. All responsible sources may submit capabilities statement detailing the ability of their service to meet the statement of work included with this announcement.
