The Department of the Interior, U.S. Geological Survey (USGS), Volcano Science Center, has a requirement for a refurbished G-model Lacoste and Romberg gravimeter. A refurbished Lacoste and Romberg gravimeter is required by the U.S. Geological Survey¿s Volcano Science Center to continuously measure gravity changes associated with activity at K¿lauea and Mauna Loa volcanoes in Hawai¿i. The G-model gravimeter¿s low power consumption for remote deployments off AC power and its ability to stream data to a USGS-designed datalogger for recording the streams are critical for continuous gravity monitoring. The USGS intends to award this noncompetitively to L&R Meter Service LLC in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. No other vendor commercial vendor can supply this unit. Lacoste and Romberg instruments are no longer manufactured, but used instruments are available for purchase. L&R Meter Service LLC is the only company that is capable of refurbishing and upgrading Lacoste and Romberg gravimeters, and therefore is the only source of refurbished and upgraded instruments. Without this capability at K¿lauea in the future, it will not be possible to calculate the density of subsurface magma sources, and therefore difficult to anticipate the role of dissolved gases in driving potentially explosive eruptions. Other interested concerns having the ability to furnish this unit may submit a capabilities statement to the Contracting Officer via email at cjfejarang@usgs.gov no later than the closing date of this announcement on Tuesday August 3, 2021 at 12:00pm PDT.
