Commissioning services, new laboratory building at NASA Research Park, Moffett Field, CA The U.S. Geological Survey is building an approximately 49,000 gross square foot (GSF), two story laboratory building on mostly vacant parcel 15 at NASA Research Park, Moffett Field, CA. The architect is SmithGroup and we are anticipating the 65% design package in early April 2021. We are using the construction manager as general contractor (CMGC) project delivery method, and Hensel Phelps is the CMGC. We are preparing an early work package for site work, environmental remediation, and underground utilities with groundbreaking expected in early June 2021, with vertical construction to begin approximately six months later and substantial completion planned for May 2023. The scope of this effort is building commissioning services for the building's mechanical, electrical, plumbing, and renewable energy systems and assemblies. The building is targeted for LEED Silver certification. The contractor is expected to perform necessary preliminary services throughout the design and construction process and be available to complete on-site commissioning services when required by the overall construction schedule. We expect the work to be overseen by a commissioning professional certified in accordance with ANSI/ISO/IEC 17024. At the time of this release, that means one of the following: ACG Certified Commissioning Authority (CxA); ASHRAE Building Commissioning Professional (BCxP); and Building Commissioning Certification Board Certified Commissioning Professional. We intend to solicit competitive quotations in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Items. The applicable product/service code is H999, Other Quality Control, Testing, and Inspection - Miscellaneous. The applicable NAICS code is 541330, Engineering Services, size standard $16.5M. This acquisition is set aside for participation by small business concerns. Prospective contractors do not need to respond to this presolicitation notice. The request for quotations and statement of work are expected to be available the week of 03/22/2021.
