The U.S. Geological Survey (USGS) seeks an independent assessment of communication systems for seismic data telemetry and center-to-center communications systems of the ShakeAlert earthquake early warning (EEW) system. The proposed action will be awarded in accordance with FAR 13 Simplified Acquisition Procedures. This combined synopsis/solicitation for a firm fixed price commercial service contract is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be issued. The solicitation number is 140G0320Q0172 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, effective July 2, 2020. Please see solicitation with CLINS, technical specifications, provisions, and clauses. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 3:00pm ET on August 4, 2020. Quotations are due no later than 3:00pm ET on August 18, 2020. The Government anticipates award of a commercial, Firm-Fixed Price type purchase order on or about August 25, 2020. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned.
