The U.S. Geological Survey (USGS) has a requirement for a research vessel charter in support of the U.S. Geological Survey (USGS) study of fish communities near red-throated loon nesting locations along the coasts of Foggy Island Bay and the Canning River delta. Each trip will originate and end in Prudhoe Bay, Alaska. The proposed action will be awarded in accordance with FAR 13 Simplified Acquisition Procedures. This combined synopsis/solicitation for a firm fixed price commercial service contract is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be issued. The solicitation number is 140G0320Q0133 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, effective June 5, 2020. Please see solicitation with CLINS, technical specifications, provisions, and clauses. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 3:00pm ET on June 25, 2020. Quotations are due no later than 3:00pm ET on July 15, 2020. The Government anticipates award of a commercial, Firm-Fixed Price type purchase order on or about July 17, 2020. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. It is the responsibility of all interested parties to check back periodically for any amendments to the synopsis or solicitation. All amendments must be signed and included when the quote is submitted.
