Synopsis/Solicitation Combo INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, effective 06 May 2020. This acquisition is full and open competition. The associated NAICS code is 541690, Other Scientific and Technical Consulting Services, with an associated size standard of $16.5 million annually. SPECIFICATION The U.S. Geological Survey, Southwest Biological Science Center , requires a research scientist to plan, coordinate and lead expedition-style field research on the Colorado River within Glen Canyon to conduct mark/recapture population estimates for native and nonnative fishes within the study area and provide analysis of those data according to program requirements. Please see attached document(s) for a detailed description and solicitation provisions/clauses. SUBMISSION OF QUOTATIONS/PROPOSALS Quotations/Proposals shall only be accepted through electronic mail addressed to the Contracting Officer at nlushenko@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 15 June 2020 at 1700 ET. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered. The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing research scientist to plan, coordinate and lead expedition-style field research on the Colorado River within Glen Canyon to conduct mark/recapture population estimates for native and nonnative fishes within the study area and provide analysis of those data according to program requirements as described in the attached Statement of Work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice.
