Can you confirm if consideration will be given to new equipment vs. used, or is the key criteria solely awarded on price for a system that meets specifications? ANSWER: Selection will be made by considering "Best Value." QUESTION: The Evaluation as stated on page 10 item 7 states "The Government will award a contract resulting from this solicitation will be most advantageous to the Government, price and other factors considered." Can you provide guidance on the factors deemed important to the end user? ANSWER: Selection will be made by considering "Best Value." QUESTION: Item 00060 - Method and Application on-site consulting - can you confirm if there is a specific minimum number of days required? ANSWER: No. Please see P. 11 Number 14 for a proper description. QUESTION: Item 5 of the bid specification states: "Must have a linear hexapole collision cell." This is an Agilent lock out specification, which has nothing to do with system performance - as can be demonstrated by reviewing performance specification of other vendors? ANSWER: The specifications are stated as Same or Equal; anything that will give the same result is acceptable.
