This is a Notice of Intent to Award a Sole Source Order to Instrumental Software Technologies, Inc (ISTI). The requirement is for preforming software support and development of Shake Alert testing algorithms in support of the Earthquake Early Warning (EEW). To the knowledge of the USGS, ISTI is the only source capable of meeting all the described requirements below. The Contractor shall define and enhance the Quake Event Detection (QED) System and related computer programs as they integrate into the existing Shake Alert and EEW systems. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses are due no later than 03/27/2020 1300 EST. Response shall be submitted to Stewart Evans by email at sevans@usgs.gov. All responses shall be limited to 10 pages. No hard copies or submissions to FedConnect will be accepted.
