Synopsis/Solicitation Combo INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04, effective 15 January 2020. This acquisition is total small business set-aside. The associated NAICS code is 213112, Support Activities for Oil and Gas Operations, with an associated size standard of $38.5 million annually. SPECIFICATION The U.S. Geological Survey, Research Drilling Program, requires continuous monitoring of hydrocarbon gases present in the drilling fluids used during the drilling of two groundwater - well sites in Kern County, California. Please see attached document(s) for a detailed description and solicitation provisions/clauses. SUBMISSION OF QUOTATIONS/PROPOSALS Potential Offerors must be registered in SAM at time of quote/proposal submission. Quotations/Proposals shall only be accepted through electronic mail addressed to the Contracting Officer at nlushenko@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 6 February 2020 at 1700 ET. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered.
