The Department of the Interior, U.S. Geological Survey (USGS), Earthquake Science Center (ESC), has a requirement for Qty. 23 Enduro Model 60 (R7) Insulated Enclosures as part of the Hurricane Maria disaster assistance to Puerto Rico. The Government intends to negotiate on a noncompetitive basis with Virtual Polymer Compounds, LLC of Medina, New York - the manufacturer of these fiberglass enclosures for seismic instruments, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. The enclosures for housing the seismic instruments will be installed on foundations built by the Puerto Rico Strong Motion Project (PRSMP). The Enduro 50 model is the only model that meets the requirements for a low profile. These units would be used by the University of Puerto Rico and have been determined the only commercially available fiberglass structures that can fit onto the special concrete foundations that are being built for priority seismic stations (special due to the intense amount of rebar being used); fiberglass enclosure of the required specifications, which are the following: 35 x 35 inches at the external base, 29 x 29 inches for the external walls of the enclosure, to also include an internal shelf with a length of 26 inches and a depth of 8 inches. Other interested concerns having the ability to furnish this commercial off the shelf fiberglass seismic instrumentation enclosures.
