This Solicitation Notice is to announce this combined Synopsis/Solicitation. The U. S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year rough order of magnitude (ROM) less than $250,000.00 for Picoplankton Analysis Services in accordance with the solicitation with its the Performance-based Work Statement, clauses, provisions and attachment(s). The policies contained in FAR Part 13 Simplified Acquisition Procedures shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated North American Industry Classification System (NAICS) code for this requirement is 541380 Testing Laboratories and Services, which has a Small Business size standard of $16.50M annually. Non-price/cost factors are of greater importance than price/cost for determining which vendor receives an award.
