Transient Electromagnetic (TEM) System (transmitter and data logger) THIS IS A SOURCES SOUGHT NOTICE ONLY. NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE. This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 334519 (Other Measuring and Controlling Device Manufacturing) and the size standard is 600 Employees. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. NOTE: The Buy American Act (41 U.S.C. 8301-05) is the primary federal procurement law providing a preference for domestic goods and manufactured products. As such, the USGS is seeking information on sources that can supply the described instrument either mined, produced or manufactured in the U.S. in sufficient and reasonably available commercial quantities of satisfactory quality. A. Introduction: The U.S. Geological Survey (USGS), Geology, Geophysics, and Geochemistry Science Center (GGGSC), Denver, CO has a requirement to purchase one new Transient Electromagnetic (TEM) system (transmitter and data logger) for ground-based geophysical measurements. We do not require receiver coils as we intend to use existing receiver coils (RC-5 and RC-200 from Guideline Geo at www.guidelinegeo.com) with the new system. B. Background: The new instrument would primarily support and be used by Geophysics Branch staff but the projects it supports span multiple USGS programs and other agencies. Ground TEM measurements are required to `ground truth¿ airborne EM surveys carried out as part of EMRI. Such ground data are used as part of the contract specified USGS evaluation of AEM test data. This new instrument use/demand EMRI use requires a modern functional TEM system. C. Minimum Specifications: a. 2 input channels for recording secondary magnetic field decays on 2 separate receiver coils b. Compatibility with RC-5 and RC-200 receiver coils (www.guidelinegeo.com) c. Capable of driving square transmitter loops from 20m to 200+m side length d. Capable of transmitting up to 20 A of current e. Ability to support monitoring applications via automated repetition of data collection f. Ability to invert data in real time for 1D Earth models g. Environmentally sealed waterproof enclosure h. On board GPS for logging site locations i. Ability to support external power sources up to 35V j. Ability to record and analyze transmitter current waveforms k. data storage capacity of at least 100 Gb l. data transfer capability via wireless, USB, or Ethernet m. system control and data acquisition software All business concerns who believe they can responsibly provide this type of product should submit the following information to the Contracting Officer: 1. The firm shall specify the brand name products that meets the minimum specifications listed above along with product specification sheet and product brochure. 2. For equipment/supply requirements, business responses must include: (1) the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). 3. The firm shall also specify if they offer leasing of instruments listed in the specifications above and provide leasing options available. If the firm does not offer leasing of instruments, please include a statement as such. 4. The firm shall specify that they are either a small business (8(a), HUBZone, SDVOSB, etc.) Or other than small business under the NAICS Code listed in the announcement. 5. The firm shall provide a point of contact name and e-mail information, and the firm¿s Cage Code, and SAM.gov UEI. All information submitted in response to this announcement is voluntary ¿ the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for quotations. The Government does not intend to award a contract based on responses received under this announcement. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration by April 14, 2023 at 2:30 p.m. (MDT).
