The U.S. Department of Interior, U.S. Geological Survey (USGS) is issuing this source sought synopsis as a means of conducting market research to identify small businesses having an interest in and the resources to support this requirement for the potential need for services to validate the Antimycin-A (ANTA) high-performance liquid chromatography-mass spectrometry (HPLC-QQQ) method. The independent laboratory shall prepare a protocol and conduct a good laboratory practice (GLP) compliant analytical method validation study for a standard operating procedure to quantify ANTA(A1-A4) in two matrices and prepare a report. The validation should include evaluation of the following characteristics of the method performance: selectivity, instrument calibration, bias, precision, accuracy, quantitation limits and range, and detection limits. The evaluation should include three individual standard curves performed on three separate days and a study measuring ANT-A(A1-A4) in two matrices. The analytical instrument used for the validation must be equivalent in sensitivity (e.g., response) to a High Performance Liquid Chromatography coupled with Triple Quadrupole (QQQ) mass spectroscopy (HPLC-QQQ). The HPLC-QQQ operating conditions for acquisition of ANT-A(A1-A4) will be provided to the independent laboratory upon award of the service contract. The ANTA(A1-A4) calibration curve should consist of at least five points ranging from 1 - 400 µg/L. The final report must include performance characteristics including results compared against the following acceptance criteria: standard calibration curve (total ANT-A(A1-A4) R2 ¿ 0.995 linearity), retention time (k¿ between 3-8, variability ± 5%), QC standard check within ± 20% of theoretical concentration, instrument precision (percent relative standard deviation (%RSD < 20%) and accuracy (each standard ± 20% theoretical concentration), technician precision (n=3 samples %RSD < 20%), percent and peak symmetry results ¿ 0.55 for all peaks but less than 2.0. Interested parties must be an independent laboratory. The result of this market research will contribute to determining the method of procurement. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to 1) provide goods/services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
