This Notice serves as a Request for Information (RFI) and a Sources Sought. This request is NOT a solicitation (Request for Bid, Proposal or Quotation) or a promise to issue a solicitation in the future. The purpose of this RFI/Sources Sought is in support of market research being conducted by the U. S. Department of the Interior (DOI), U.S. Geological Survey (USGS) to gather information on current products, technologies, and capabilities within the market and to identify potential sources that may possess the expertise, capabilities, and experience to meet a prospective need for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year rough order of magnitude (ROM) less than $500,000.00 for Picoplankton Analysis Services in accordance with the attached Draft Work Statement. This synopsis is for acquisition planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI/Sources Sought will be solely at the responding party's expense. All information received in response to this RFI/Sources Sought that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. This RFI is being published for the purpose of conducting Market Research to obtain information regarding innovation and technical advancements. In response to this RFI, respondents may provide comments/suggestions for improvement to the attached Draft Work Statement. This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. In response to this Sources Sought, respondents must provide a technical capabilities statement that will address the services described in the work statement. If a firm is unable to provide a total solution, it is encouraged to submit information as to how it would, or if it could, address that situation. Interested firms, who feel that they can provide the Picoplankton Analysis Services in accordance with the attached Draft Work Statement, are invited to submit in writing an affirmative response to this announcement. An affirmative response must include the interested firm¿s name and System for Award Management (SAM) Unique Entity Identifier (UEI), contract name, email address and phone number, as well as references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. In addition, Small Business (SB), who feel that they can provide the Picoplankton Analysis Services in accordance with the attached Draft Work Statement, shall also include their SB qualified status(es), i.e, Small Businesses (SB), Small Disadvantaged Businesses (SDB), Certified firms in the 8(a) Program, Women-Owned Small Businesses (WOSB), Small businesses located in Historically Underutilized Business Zones (HUBZones), Service Disabled Veteran Owned Small Businesses (SDVOSB), and/or Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE). The anticipated North American Industry Classification System (NAICS) code for this requirement is 541380 Testing Laboratories and Services, which has a Small Business size standard of $16.50M annually. A determination of the contract type, mechanism for procuring the product and possible set-aside status will not be made by the Government until the conclusion of market research. No formal proposals are being requested under this synopsis. Responses to this notice shall be sent electronically via e-mail to Don Downey, ddowney@usgs.gov by not later than 1700 ET 01/03/2023.
