Bid Packages that pass Step 1 will be further evaluated for Best Value to the Government based upon the following non-price or non-cost factors, which are of descending order of value/importance: Factor (A) Technical Performance of the offered System; Factor (B) Installation Plan; and Factor (C) Past Performance. Each non-price factor requires support documentation.
