Amendment 0002 dissolves the small business set-aside requirement, changes the estimated Period of Performance to 12/01/2021 to 11/30/2026, and extends the Responses Due Date to 11/04/2021. Amendment 0001 answers Question 01 as SF 30. This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for metagenome sequencing services in accordance with the attached work statement. The solicitation is a Request for Proposal (RFP). The policies contained in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside associated NAICS code is 541380 Testing Laboratories with a small business size standard of $16.50M. All requirements for preparation, submission, and receipt of (proposals)(quotes) contained in the solicitation shall be adhered to. Quotes/Proposals (Offers) submitted in response to this solicitation will be evaluated based upon the following non-price or non-cost factors, which are of descending order of importance: Factor (A) Technical Performance, Factor (B) Offeror¿s Quality Control Plan (QCP), Factor (C) Past Performance, and Factor (D) Use of Government Bank Card. Each factor requires support documentation included in proposals in accordance with Attachment 3 Basis for Award by Tradeoff.
