Amendment 0006 extends the Responses Due Date to 08/11/2021. Amendment 0005: (1) Answers Questions 09 through 10 as Attachment 3; and, (2) extends the Responses Due Date to 08/09/2021. Amendment 0004: (1) Answers Questions 01 though 08, as Attachment 2; and, (2) Extends the Responses Due Date to 08/05/2021. Amendment 0003 Extends the Responses Due Date to 07/29/2021. Amendment 0002 Extends the Responses Due date to 07/22/2021. Amendment 0001 dissolves small business set-aside requirements/restrictions, all vendors/offerors/contractors can compete for this contract opportunity; and extends the Responses Due Date to 07/15/2021. This Solicitation Notice is to announce the Department of the Interior (DOI) U.S. Geological Survey (USGS) Upper Midwest Water Science Center's (UMid-WSC) has a requirement for a Indefinite Delivery Requirements (IDR) Contract for Solid Phase Adsorption Tracking Tool (SPATT) extraction and analysis services, extraction and analysis of numerous algal toxins by both tandem liquid chromatography mass spectrometry (LCMSMS) and enzyme-linked immunosorbent assay (ELISA). The policies contained in FAR Part 13, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This contract opportunity is a 100% Small Business Set-aside; with associated NAICS 541380 Testing Laboratories, which has a small business size standard of $16.5M. Basis for Award: Trade-off. All potential offerors are strongly encouraged to review the evaluation factors in provision 52.212-2 Evaluation-Commercial Items (OCT 2014) in this solicitation to ensure their proposals address all non-price factors: Factor (A) Past Performance, Factor (B) Technical Performance, and Factor (C) Quality Control Plan.
