The USGS Woods Hole Coastal and Marine Science Center (the Center) requires analyses of Total organic carbon (TOC) to support numerous projects investigating the production, transport, and fate of TOC from seafloor methane seeps, estuaries, and marshes and in natural waters. The TOC analyzer will support projects funded by USGS appropriated funds and reimbursable funds from various federal sources. To continue supporting ongoing and planned mission critical investigations, a TOC analyzer that employs a high temperature catalytic oxidation process, has an autosampler and is potentially compatible with an IRMS is required. The U.S. Geological Survey is trying to locate if there is any new manufacturers who can provide the specifications listed IAW the SOW attached This is to get the information on qualified manufactures to provide the requested item as specified. The proposed contract action is for services for which the Government intends to compete with any qualified manufacturer under the authority of FAR 13.501(a). All responsible sources may submit a bid, proposal, or quotation no later than 02/21/2024 which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
