The U.S. Geological Survey - Pennsylvania Water Science Center intends to award a non-competitive purchase order to SGS North America, Inc. located in Orlando, Florida, for environmental monitoring at the Letterkenny Army Depot. Letterkenny Army Depot received a Resources Conservation and Recovery Act permit from the Pennsylvania Department of Environmental Protection to analyze the open burning/open detonation areas. This permit conducts environmental monitoring of groundwater, surface water, soils, and bed sediments at the Letterkenny Army Depots open burning/open detonation areas. USGS Pennsylvania Water Science Center has been sampling groundwater, surface water, soils, and bed sediments and processing these samples for chemical analyses at the Letterkenny Army Depot since 2018. SGS North America, Inc. has been used since 2018 to provide the analytical results. It is imperative that the SGS North America, Inc. laboratory be used for future projects so the analytical results for this project can be compared to historical data. There are no option periods. Period of Performance 05/15/2023 ¿ 05/14/2024 Pursuant to FAR 13.106-1(b)(1) SGS North America, Inc. is the only source reasonable available for this requirement because they have been providing electronic data files that are partially formatted for input into the National Water Inventory System (NWIS) since 2018. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1). Not that the specific requirements are subject to change prior to the release of any solicitation. Specifications/Salient Characteristics: Letterkenny Army Depot (LEAD) received a Resource Conservation and Recovery Act (RCRA) permit from the Pennsylvania Department of Environmental Protection (PADEP) the Open Burning/Open Detonation (OB/OD) areas and flashing Furnace (FF) facility. This permit was originally received in 2008 and renewed in 2018. Part of the requirements is environmental monitoring of the area. The Pennsylvania Water Science Center (PWSC) of the U.S. Geological Survey (USGS) has been conducting environmental monitoring of groundwater, surface water, soils, and bed sediments for the Letterkenny Army Depot (LEAD) at their (OB/OD) area and Flashing Furnace (FF) since 2018 to satisfy the environmental monitoring aspects of the permit. It is required that the laboratory conducting the analysis is accredited to conduct analytical testing for the Department of Defense. The work is conducted under Military Interdepartmental Purchase Request (MIPR) agreement between PWSC and LEAD that is annually renewed. The period of performance is for one year. Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including UEI (Unique Entity Identifier); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and there point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a UEI number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the On-line Representations and Certifications also located at the SAM.gov website before an award to your company can be made. You on-line registration will cover any/all of your offers to the Federal Government, and only needs updated annually.
