The U.S. Geological Survey -Wood Hole Coastal & Marine Science Center (WHCMSC) intends to award a non-competitive purchase order to Quality Positioning Services located in Portsmouth, New Hampshire, for continued an extended maintenance agreement (EMA) for Fledermaus three-dimensional and Qimera bathymetric computer software installed on Linux and PC workstations for the period of 10/01/2022 ¿ 09/30/2023. This software licenses must be renewed each year to upgrade operating software as well as pay for field support as needing during the fiscal year survey season. The U.S. Geological Survey receives periodic updates from Quality Positioning Services that contain important software enhancements and new features that address the Center¿s staff need to timely and accurately present data collected by Center operational personnel to the public and scientific colleagues. There are no option periods. Pursuant to FAR 13.106-1(b)(1) Quality Positioning Systems is the only source reasonable available for this requirement because this type of software from Quality Positioning Systems maintains the proprietary rights to the Fledermaus and Qimera software products which includes sales, distribution, and maintenance of the Fledermaus software products. In accordance with FAR 5.207, all responsible sources may submit a quotation which shall be considered by the agency; however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1).
